An unannounced inspection of Guangzhou Cailin Daily Chemical Products Co., Ltd. by the Guangdong Provincial Food and Drug Administration on May 22, 2018, revealed significant non-compliance. Conducted under the 'Guangdong Provincial Food and Drug Administration's Measures for Food and Drug Supervision and Management,' the inspection covered various operational areas and documentation. Key issues identified included the unauthorized use of a wax-based production workshop for personal care products. The company's raw material quality and safety controls were inadequate, evidenced by missing documentation for methylparaben and a lack of quality assurance certification for phenoxyethanol. Production and sales records were also poorly maintained, with incomplete records for Cailin men's sunscreen kit and absent sales records for Cailin anti-UV sunscreen lotion. Critically, the company produced and sold special-purpose cosmetics, 'Cailin Snow Whitening Lotion' and 'Cailin Snow Whitening Nourishing Cream,' without the required 'Administrative Permit for Domestic Special-Purpose Cosmetics,' and 'Cailin Extra Hard Gel Water' was unregistered. As a result, Guangzhou Cailin Daily Chemical Products Co., Ltd. has been ordered to rectify these problems, and the case has been transferred to the Baiyun District Bureau of Guangzhou City for investigation and prosecution.
