The Chongqing Municipal Drug Administration issued an announcement on December 31, 2019, regarding regulatory action against Guangzhou Junchen Cosmetics Co., Ltd. The action stemmed from the discovery of a substandard cosmetic product, the Emily Propolis Anti-Aging Goddess Facial Mask, during testing by the Chongqing Wanzhou Food and Drug Inspection Institute. The core issue identified was an excessive total bacterial count in the facial mask, reaching 480,000 CFU/ml, which represents a significant violation. This finding contravened the established "Cosmetics Hygiene Supervision Regulations" and other applicable laws. In response, the Chongqing Municipal Drug Administration mandated several immediate actions. These included informing the provincial drug administration where Guangzhou Junchen Cosmetics Co., Ltd. is located. Additionally, the Zhongxian Market Supervision Administration was instructed to compel relevant businesses to promptly remove the substandard products from shelves and implement risk control measures. The administration also affirmed its commitment to thoroughly investigate and address any illegal activities, with cases potentially constituting a crime to be referred to public security organs for further action. The announcement also served to educate consumers on verifying cosmetic product registrations.
